The other half can't apply concussion so they go straight into the trash bin. Half of all available weapon types can spam it every turn (Axes, UHMGs, AR2 Bursts) to knock out a pilot with 90% Integrity still left on their mech, and get undamaged salvage for little effort. I agree that concussion damage and weapons in general need a balance pass, or even a rework. What do you think? Is concussion broken and needs fixing? I think it would fit much better into PB's general idea of tactical combat. This mechanical change does away with the whole troublesome issue of rendering powerful units completely useless, instead weakening them. The pilot literally is not able to focus. Make it a debuff that adds scatter, reduces range and reduces movement. This is a good fix imo because it keeps the functionality but means you cannot just take as many turns as you like and stun the whole damn enemy team. And if you win during these 2 turns, then it's a win, no need to destroy the single concussed unit.
